Why is it that when people are pissed they start doing things extremely noisily?

Just another form of hypocrisy. Bang something really hard on the table when you're not pissed and you'll get scolded, I'm telling you (try it if you don't believe me). But when whoever tells you off is pissed, no, banging things doesn't matter anymore, because none of that applies to them.

Dropping things and throwing things and generally being the noisiest thing in the neighbourhood doesn't count either.

Hypocrisy.
